In the four years since his appointment as administrator of the White House Office of Information and Regulatory Affairs, Cass Sunstein has overseen a sweeping movement toward “better government. ” He has done this in part through careful behavioral analyses and state-of-the-art cost-benefit analysis of potential regulations, as well as what he calls policy nudges—low-cost, seemingly modest policies that preserve choice while also simplifying existing regulation.
