A Prayer for the City

City Hall will be cleaned, bargains with the U. S. President Clinton, Mickey Mouse and City Hall's toilets will be refurbished by the mayor of Philadelphia Edward Rendell to please the citizens of Philadelphia and gain the trust of local citizens. The city officials in Philadelphia will be happy to see their efforts bearing fruits on the day when all their hard work has paid off and they manage to negotiate a tough new contract with city workers who are threatening to strike. The officials feel that if a strike takes place, it may lead to greater problems for them as well as for the citizens of Philadelphia. Rendell is shown to be a man wise enough to see the comic absurdity of his job, yet crazy enough to think he can actually revive his declining city. He needs to make people believe that he can improve their lives.
