The typical legislative strategy for recent presidents has been to move Congress by winning public support.   George Edwards analyzes hundreds of public opinion polls and finds that this strategy usually fails.   He explains why presidents are frequently unable to move public opinion and suggests they use other means to achieve legislative success. That presidents use the ‘bully pulpit’ to exert influence in Washington is a truism of American Politics. What Edwards finds in this remarkable book is that the truism isn’t true that presidents―even those at the top of their form―persistently fail to move public sentiment in preferred directions.

On Deaf Ears

The diplomatic and domestic policies of President George W. Bushs administration are examined in this collection. The examination begins with a description of how polarized this president has proven to be in terms of public opinion and voting trends. The use of unilateral executive authority and prerogative powers are discussed next. Because the Bush administrations policy choices have had such a profound impact on both home and foreign policy, three writers discuss the decision-making processes, particularly in relation to the Iraq war. In chapters on public opinion and war, the promotional presidency, organizing legislative support for war, and the White House communications infrastructure, the author examines how the administration governs through a repeating campaigning process. Finally, chapters on the administrations executive style and the inability to alter social security examine how the Bush White House interacts with Congress and the process of forming congressional coalitions to pass legislation. It will be required reading for everyone interested in comprehending one of the most divisive administrations in recent memory.

The Polarized Presidency of George W. Bush

In his book, Predicting the Presidency, George Edwards challenges conventional wisdom about presidential leadership and shows how we can uncover a president's ability to bring about the change he promised. Edwards shows us how to ask a few fundamental questions about the context in which a presidency takes place―the strategic situation facing a new president―and use the answers to predict whether the newly elected leader will be able to gather support for his initiatives.

Predicting the Presidency

In Overreach, respected presidential scholar George Edwards argues that the problem was strategic, not tactical. He finds that in President Obama's first two years in office, Obama governed on the premise that he could create opportunities for change by persuading the public and some congressional Republicans to support his major initiatives. As a result, he proposed a large, expensive, and polarizing agenda in the middle of a severe economic crisis.

The electoral college is the system through which Americans pick their president. It is a complicated system that can elect a candidate who does not earn the most votes. George Edwards III argues in this fascinating book that, contrary to what proponents of the electoral college assert, there is no legitimate rationale for a system that may defy majority rule. Edwards uses data to show that the electoral college fails to defend the interests of small states or racial minorities, fails to provide presidents with viable coalitions for governing, and fails to shield the American democracy from the supposed evils of direct presidential election. In truth, the electoral college distorts presidential campaigns by encouraging third parties to field presidential candidates and discouraging party rivalry in many states, causing candidates to overlook most small and some major states and pay little attention to minorities. Edwards convincingly illustrates that direct presidential election without a runoff increases political equality and removes the electoral colleges political system inefficiencies.
